前置協商申請金額已有1,867億元

根據銀行公會最新統計，消費者債務清理條例從97年4月實施以來，到今年3月底止，金融機構依據消費者債務清理條例第151條，受理法院外前置協商申請件數為133,156件，累積申請金額則有1,867.14 億元，成功協助不少債務人。

此外，根據銀行公會最新統計，到今年3月29日止，連動債爭議案件已處理完成的件數已有68,064件。其中包括未經銀行公會評議、由金管會移請銀行處理的42,850件，以及透過銀行公會評議委員會處理的25,214件。

連動債爭議後，金管會指示銀行公會成立評議機制，協助投資人處理與銀行間的糾紛。

保險業投入公建政策未見效

政府鼓勵壽險資金投入公共建設政策，仍未見成效。根據保險事業發展中心最新統計，今年1月底止，壽險業投入公共建設及專案運用金額，從去年底的173.2億元，略降至171.44億元。

占全體資金運用比重，則持平在去年底的0.13%。政府政策鼓勵壽險業投入公共建設，但保險業投入公建的金額仍依舊維持在低水位。

此外，保險事業發展中心最新統計也指出，今年1月止，壽險資金從事衍生性商品交易金額，從去年底的247億元，略降至200.97億元；占全體資金運用比重，也從去年底的0.19%，增加到0.15%。

12位金控大股東質押偏高

根據金管會最新對外揭露的資訊，今年2月底止，金控公司董監事及大股東持股質押比率超過50%者，共有12位。

包括國泰金、開發金、玉山金、台新金、新光金、中信金及第一金等7家金控公司的12位董監事或大股東。其中還有兩位董事及監察人，持股質押比率高達100%；持股質押比率九成以上的董監事或大股東，則有5位。

在全體董監事持股質押比率方面，2月底止，超過50%者，共有3家，包括中信金、開發金及台新金。另有，有7家金控公司全體董監持股質押比率掛零，包括富邦金、兆豐金、國票金、永豐金、日盛金、合庫金及台灣金控。另有2家金控全體董監持股質押比率不到1% 。
